Bangladesh has formally assumed the Chair of the Executive Council of the Organization for the Prohibition of Chemical Weapons (OPCW) for the next one year with effect from today (12 May 2017). Bangladesh Ambassador to the Netherlands and Permanent Representative to the OPCW Sheikh Mohammed Belal assumed this role in a simple ceremony this morning in the presence of the Director-General and other senior officials of the OPCW and the Ambassadors of Chile, Slovakia, Spain and Sudan.
Ambassador Sheikh Mohammed Belal was elected unanimously as the Chairperson of the Executive Council of the OPCW for the term 12 May 2017 – 11 May 2018 on 9 March 2017 during the 84th Session of the Executive Council of the OPCW held in The Hague, Netherlands from 7-10 March 2017. This is for the first-time Bangladesh was elected to a high post like the Chairperson of the Executive Council in the OPCW.
Ambassador Belal, during his assumption ceremony, appealed to states Parties to the Chemical Weapons Convention to work unitedly for a world free of chemical weapons.
As the new Chairperson of the Executive Council, Ambassador Sheikh Mohammed Belal would oversee the appointment of the new Director-General of the OPCW in addition to more frequent exchanges with the UN Security Council over the reports of the OPCW-UN Joint Investigative Mechanism (JIM) as well as the Fact-Finding Mission (FFM) of the OPCW regarding the alleged use of chemical weapons in Syrian territory.
The assumption of the Chair of the Executive Council would demonstrate Bangladesh’s contribution to the world peace and commitment to attain global disarmament and stem proliferation of weapons of mass destruction. This new role of Bangladesh in an organization like the stature of the OPCW will surely heighten Bangladesh’s image further.

দি হেগ, ১২ মে ২০১৭: আগামী এক বছরের জন্য নেদারল্যান্ডের দি হেগ-এ অবস্থিত রাসায়নিক অস্ত্র নিরস্ত্রীকরণ সংস্থা (OPCW-Organization for the Prohibition of Chemical Weapons)’র নির্বাহী পর্ষদের সভাপতির দায়িত্ব গ্রহণ করল বাংলাদেশ। আজ সকালে সংস্থার সদরদপ্তরে এক অনাড়ম্বর অনুষ্ঠানের মাধ্যমে নেদারল্যান্ডে নিযুক্ত বাংলাদেশের রাষ্ট্রদূত এবং OPCW তে বাংলাদেশের স্থায়ী প্রতিনিধি শেখ মুহম্মদ বেলাল সংস্থাটির মহাপরিচালকসহ উর্ধ্বতন কর্মকর্তাবৃন্দ, চিলি, স্লোভাকিয়া, স্পেন এবং সুদানের রাষ্ট্রদূতের উপস্থিতিতে এ দায়িত্বভার গ্রহণ করেন।
গত ৯ মার্চ ২০১৭ তারিখে OPCW’র নির্বাহী পর্ষদের ৮৪ তম অধিবেশনে রাষ্ট্রদূত শেখ মুহম্মদ বেলাল পর্ষদের সভাপতি পদে সর্বসম্মতিক্রমে ২০১৭-২০১৮ মেয়াদের জন্য সভাপতি নির্বাচিত হন। চেয়ারপার্সন পদে ১২ মে ২০১৭ থেকে ১১ মে ২০১৮ মেয়াদের জন্য নির্বাচনের মাধ্যমে এই ঐতিহাসিক বিজয় অর্জিত হয়েছে। ৪১ সদস্য বিশিষ্ট ৭-১০ মার্চ ২০১৭ তারিখে চলমান ৮৪তম অধিবেশন নির্বাহী পর্ষদের বাংলাদেশের রাষ্ট্রদূতকে নির্বাচিত করে। এই প্রথমবার বাংলাদেশ OPCW এর মতো একটি আন্তর্জাতিক সংস্থার শীর্ষপদে নির্বাচিত হল।
রাষ্ট্রদূত শেখ মুহম্মদ বেলাল তাঁর দায়িত্বগ্রহণ অনুষ্ঠানে বিশ্বকে রাসায়নিক অস্ত্র মুক্ত করার লক্ষ্যে ঐকবদ্ধভাবে কাজ করার জন্য সদস্য রাষ্ট্রসমূহের প্রতি উদাত্ত আহ্বান জানান।
নবনির্বাচিত সভাপতি হিসেবে রাষ্ট্রদূত শেখ মুহম্মদ বেলাল সংস্থাটির পরবর্তী মহাপরিচালক নির্বাচন অনুষ্ঠান, সিরিয়ায় রাসায়নিক অস্ত্র ব্যবহারের বিষয়ে জাতিসংঘের নিরাপত্তা পর্ষদের সাথে যৌথ অনুসন্ধানমূলক কর্মকান্ড সমন্বয় করার ক্ষেত্রে গুরুত্বপূর্ণ ভূমিকা পালন করবেন।
OPCW’র নির্বাহী পর্ষদের সভাপতির পদে বাংলাদেশের দায়িত্বগ্রহণ আন্তর্জাতিক শান্তি রক্ষায় বাংলাদেশের অগ্রণী ভূমিকা এবং আন্তর্জাতিকভাবে অস্ত্র নিরস্ত্রীকরণ এবং তার বিস্তার প্রতিরোধে বাংলাদেশের অঙ্গীকারকে বিশ্ব দরবারে দৃঢ়ভাবে উপস্থাপন করবে। OPCW এর মতো একটি সংস্থার গুরুত্বপূর্ণ দায়িত্বে বাংলাদেশের অধিষ্ঠান নিশ্চিতভাবেই বিশ্ব দরবারে বাংলাদেশের ভাবমূর্তি উজ্জ্বলতর করবে।
