Describing Bangladesh and the Netherlands as Delta cousins, Bangladesh Ambassador to the Netherlands Sheikh Mohammed Belal urged to have more bridging arrangements like twinning of cities between the two countries. Bangladesh Ambassador made this proposal to the Mayor of Hengelo City of the Netherlands during a public reception arranged on 15 May 2017 to honour Bangladesh Ambassador on his election as the Chairperson of the Executive Council of OPCW. The reception was organised by Business Association of Bangladesh in the Netherlands and Germany (BAONG) in association of the Commercial Club of Twente (CCT) in Hengelo. Mayor of Hengelo Mr. Sander Schelberg congratulated Bangladesh and Ambassador Belal for their role in international peace and appreciated Bangladesh business community in the Netherlands for bringing the two countries closer.
Describing Hengelo as an industrial belt, he urged all to work for continued betterment of services of the people. The Mayor also handed over a crest from BAONG to Ambassador Belal. In response, Ambassador Belal described how Bangladesh has been working for world peace. Informing that Bangladesh is an original signatory of the Chemical Weapons Convention, Ambassador Belal stated that he drew inspiration from three million lives that we sacrificed during our war of independence and visionary leadership of Prime Minister Sheikh Hasina for world peace. Describing the on-going development spree in Bangladesh and the projected economic growth rate of around 7.25 per cent this year, Ambassador Belal urged the businesses to visit Bangladesh to become a partner in development. Ambassador Belal hugely appreciated the role of NRBs for their contribution towards this development spree. Ambassador Belal further stated that he came to Hengelo to honour those NRBs, not to be honoured merely as the Chairperson of the Executive Council of OPCW.
The program was presented by Fawziya Chowdhury while the members of BAONG Aprul H. Manik, J.U. Litton, Syed Suruz Ali were present. Other than NRBs from the Netherlands and adjacent areas of Germany, a good number of Dutch business persons and city officials attended the ceremony.
বাংলাদেশ ও নেদারল্যান্ডকে ব–দ্বীপ হিসেবে উল্লেখ করে, নেদারল্যান্ডে বাংলাদেশের রাষ্ট্রদূত শেখ মুহম্মদ বেলাল দুই দেশে শহর সমূহের মধ্য মেলবন্ধন স্থাপনের উপর গুরুত্বারোপ করেছেন। বাংলাদেশের রাষ্ট্রদূতের OPCW এর নির্বাহী পর্ষদের সভাপতি নির্বাচিত হওয়ায় তাঁর সম্মানে নেদারল্যান্ডের হেঙ্গলো শহরে আয়োজিত নাগরিক সংবর্ধনায় রাষ্ট্রদূত এ প্রস্তাব করেন। বিজনেস এসোসিয়েশন অব বাংলাদেশ ইন নেদারল্যান্ড এন্ড জার্মানী ও কমার্শিয়াল ক্লাব অব টোয়েন্তে ইন হেঙ্গলো যৌথভাবে এই সংবর্ধনার আয়োজন করে। হেঙ্গলো শহরের মেয়র স্যান্ডার স্খেলবার্গ সংবর্ধনা অনুষ্ঠানে উপস্থিত থেকে বিশ্বে শান্তি প্রতিষ্ঠায় বাংলাদেশের অবদানের জন্য বাংলাদেশ ও রাষ্ট্রদূত বেলালকে অভিনন্দন জানান। তিনি দু–দেশের মধ্যে সম্পর্ক জোরদারে বাংলাদেশের ব্যবসায়ী সমাজের ভূমিকার প্রশংসা করেন এবং জনসেবার মান উন্নয়নের জন্য সকলের প্রতি আহ্বান জানান। আয়োজকদের পক্ষ থেকে মেয়র রাষ্ট্রদূতের হাতে একটি ক্রেস্ট তুলে দেন।

পক্ষান্তরে রাষ্ট্রদূত বেলাল বাংলাদেশ কিভাবে বিশ্ব–শান্তি প্রতিষ্ঠায় অব্যাহত ভাবে কাজ করে যাচ্ছে তা বর্ণনা করেন। রাসায়নিক অস্ত্র নিরোধ চুক্তিতে বাংলাদেশকে প্রতিষ্ঠাতা স্বাক্ষরকারী হিসেবে উল্লেখ করে তিনি বলেন যে, মহান স্বাধীনতা যুদ্ধের ত্রিশ লাখ শহীদ ও প্রধানমন্ত্রী শেখ হাসিনার দূরদর্শী নেতৃত্বই তাঁর অনুপ্রেরণা। বাংলাদেশে চলমান উন্নয়ন কর্মকান্ডের বর্ণনা দিয়ে এবং এবছরের প্রাক্কলিত অর্থনৈতিক প্রবৃদ্ধির হার ৭.২৫% উল্লেখ করে এই উন্নয়নের ভাগীদার হতে ব্যবসায়ী সম্প্রদায়কে বাংলাদেশ আমন্ত্রণ জানান্। এই চলমান উন্নয়ন কর্মকান্ডে প্রবাসী বাংলাদেশীদের অবদানের কথাও তিনি স্মরণ করেন। তিনি আরও বলেন যে, এই প্রবাসী বাংলাদেশীদের সম্মানিত করতেই তিনি সেখানে গিয়েছেন; শুধু OPCW এর নির্বাহী পর্ষদের সভাপতি হিসেবে সম্মান নিতে নয়।
ফওজিয়া চৌধুরীর সঞ্চালনায় অনুষ্ঠানে উপস্থিত ছিলেন বিজনেস এসোসিয়েশন অব বাংলাদেশ ইন নেদারল্যান্ড এন্ড জার্মানী সদস্য আপরুল মানিক, জসিম উদ্দিন লিটন, সুরুজ আলী প্রমুখ। সংবর্ধনা অনুষ্ঠানে নেদারল্যান্ড ও জার্মানীর সংলগ্ন এলাকার প্রবাসী বাংলাদেশী ছাড়াও উল্লেখযোগ্য সংখ্যক ডাচ ব্যবসায়ী এবং নগর কর্মকর্তাবৃন্দ উপস্থিত ছিলেন।
